Economic Crisis 101

Last night, October 10, 2008, the Quezon City Government had our annual Testimonial Dinner in honor of Quezon City’s Top Taxpayers for the year 2007. This is our own small way of extending our gratitude to those business establishments who have entrusted their precious businesses in our city … as well as being very honest and compliant in paying their taxes. Indeed, these businesses are also the primary reason why from a slump of negative numbers in our account, Quezon City was able to rise high up with surplus of 8.6B – in only a span of 6 years!

Quezon City is currently ranked 7^th among the Asian Cities of the Future (2007) and 2^nd among the Most Competitive Cities in the Philippines. We are growing and developing and expanding more … and we are very confident that your investments in our city will go a long long way.

Last night’s Guest Speaker is the Executive Vice President and Chief Financial Officer of SM Investment, Inc. Instead of the typical prepared speeches during formal events, Mr. Jose Tan Sio gave a power point lecture and a crash course regarding the current Economic Crisis sweeping the world today. (And because the ballroom was filled with 300++ businessmen, the whole room was QUIET, listening attentively to his lecture!)

Honestly, I do not know jack about economics, business, stocks, bonds and what have you. The closest I got to the stock market was standing like a lost tourist when I was in Wall Street and having my picture taken by the bronze bull! I never cared about economy until now … what with all the hype (and the scare) regarding the financial crisis that started in the US.

Thanks to Mr. Sio. I somehow already have an idea about what happened, what will happen and what we should do! (I was taking down notes as if I was in a classroom while he was giving his speech! Heehee!) Ending his hour long speech, he gave us precious pointers to consider during this Economic downfall.

How to Weather the Crisis

1. BACK TO BASICS

Do not spend more than what you earn. Self explanatory.

2. STAY LIQUID

The economy at present is very fluid. You do not know when the recovery is. It is best to keep your money and stay liquid. Avoid investing in things you are unsure of and avoid getting more debts. Make sure that you have cash for “emergency purposes.”

3. RISK MANAGEMENT

Despite very high finances that they can play around with, SM Investments only concentrated on 4 lines of business : malls and retail, banking and finance, property and corporate social responsibility. People suggested they should expand, but they only focused on things that they are very sure about. Managing risks means investing only in things that you know and understand. When taking risks, make sure that it is geared more towards your advantage.

4. LOW GEARING RATIO

Debt is the cheapest cost of economy, however, it is also a double edged sword. Make sure that your debt to equity ratio is maintained low. (In short, mas marami dapat kita kaysa sa utang!)

5. SUPERVISION AND CONTROL

“Bigness is not always good.” It does not mean that because it is a huge company (eg. Lehman Bros, AIG etc) it is impossible for these corporations to collapse. Lack of control in giving out subprime housing mortages, together with the country’s concept of free economy caused their death. Lesson learned: Businesses should always be coupled with control.

6. STAY CALM AND BE PREPARED

A blog is not enough to narrate the entire meat of his speech! It is best to contact Mr. Sio and ask for a lecture! I learned a lot … and I shall be keeping my notes (written on the dinner menu and on tissue paper).

I left the ballroom with high hopes than with fear.

I know we will get through this!

Never Give Up. Never Forget.

Today, May 18, 2008, together with different groups around the world, we are commemorating the 25^th Anniversary of the International AIDS Candlelight Memorial. This is one of the first worldwide public events against HIV/AIDS -- a quarter century of remembrance, community mobilization and global solidarity. The theme for this 25^th year Anniversary, “Never Give Up, Never Forget” – reflects the crisis during the time when there was still confusion and misconception about this mysterious disease we now call AIDS, as well as reminds us that we must learn from the past and never give up our collective movement as we enter a new generation with this disease. Right this moment, together with different communities, we shall be lighting an official candle that will light around the world.

This Candlelight Memorial started in 1983 with the theme “Fighting For Our Lives.” There was a mysterious deadly disease spreading amongst the gay community in San Francisco, and at that time, they were receiving no support from the government, and no answers from the medical sector. Four young men who knew they would die within the year decided to put a “face to the disease” by means of coordinating a small vigil and marched down towards San Francisco City Hall. This Candlelight ceremony inspired thousands who are living with AIDS, as well as those who support their cause.

Here in Quezon City, we are commemorating the 7^th time that our beloved city has participated in this vigil. Together with the QC STD-AIDS Council, the QC Government, the DOH, US AIDS and various communities, we are joining hands in battling out HIV/AIDS as well as its related illnesses… by promoting prevention, treatment and care. In Quezon City alone, from 1984 until 2008, we have already recorded 3,101 HIV positive cases. In January 2007 we had 24 cases, and now, January 2008, HIV cases increased to 40 people. It is high time that we prevent the further increase in the number of HIV positive people in Quezon City – and this could only be possible if we work together to try to prevent it.

Sa pagtatapos, nais kong sabihin ang 4 na objectives ng International AIDS Candlelight Memorial …

1. Upang alalahanin at ipagdasal ang mga taong pumanaw na dahil sa AIDS

2. Upang magbigay ng suporta sa mga taong patuloy na lumalaban sa kanilang sakit na HIV o AIDS

3. Upang mamulat ang komunidad na hindi kamuhian ang mga taong may HIV o AIDS … bagkus, ang ika-apat…

4. Nararapat lang na lahat tayo, tumulong upang labanan ang pagkalat pa ng AIDS sa pamamagitan ng tamang edukasyon.

Mula sa QC STD/AIDS council, nais po naming magpasalamat sa inyong pagdalo at pagtulong sa ating napakahalagang misyon.

Palarong Pambansa in Puerto Prinsesa

I, together with my fellow councilors from NCR, had the privilege to represent the local government of the National Capital Region at the opening parade of the annual Palarong Pambansa in Puerto Prinsesa last April 20, 2008. The opening ceremony was a huge spectacle with thousands of the best young athletes all over the Philippines ready to bring home medals for their own region.

It was such an honor to lead our NCR athletes and coaches, as they march down the stadium. With almost 7,000 athletes and 8,000 spectators, it was such an experience walking down the freshly applied track oval donned in our blue and gold colors! The speakers kept on echoing the announcement: “The defending champions, the National Capital Region. They are the team to beat!” over and over again … giving our athletes enough confidence and more reason to give their best! Simply surreal.

“The fact that you are already here to represent our region, you are already winners. The best of the best athletes in NCR, and surely you shall prove that you are also the best of the best in our country! Always remember that it doesn’t matter how many times you win, or how many medals you get. What matters more is that you worked hard and gave your all in every competition that you get into. Represent NCR well. We are all proud of you!” – Excerpt from my speech for the kids, the night before the opening.

It was my first time in Palawan by the way. Though I wasn’t really able to use that trip for leisure and enjoy their beaches, I still had so much fun nevertheless! I will be back Palawan … soon!

From Boys to Men

Summer season means vacation, beaches and relaxation for most of us.

For doctors however, summer time is tule time!!!

For the past few weeks, I have been going around the city jumping from one surgical mission to another, offering my services as a physician to all my politician friends who are sponsoring surgical missions left and right. Aside from my own projects, I have been traversing districts, and even cities, cutting and stitching ‘em tiny soldiers … turning them into generals! … At the rate I am going (or cutting!), I just might consider joining the “bandwagon” and run for Vice Mayor of Quezon City! (wahahahaha! NOT!)

But seriously, joining surgical missions is one of my favorite activities even when I was still a medical student. Since I learned how to circumcise, I make it a point to volunteer in all the missions that my sorority participated in. Now that I am a full fledged non-practicing physician (ha!) … I still make it my duty to participate in all these Tule projets, and even volunteer to help out my politician friends with their projects. This is more of Doray the physician in me than Doray the politician.

All the time and effort invested in helping out in missions is worth everything knowing that this minor procedure would mean a lot to a little boy’s life…

I just finished my 3^rd marathon and first 10K marathon this morning. The run is called Pinay in Action ’08 in celebration of Women’s month. Am currently awaiting my official time, but based on my watch, I finished the run in 1 hour and 20 seconds. Yippee! Not bad for my first 10 K run!

Some of the proceeds of this activity will be for the Pediatric Neurosurgery Operating Room of the Philippine General Hospital. Of course, in support of our brod, Dr. Gap Legaspi who is the chair of the Neurosurgery unit, a number of my sisses (and brods) ran the marathon as well!

Congratulations to the organizers and to all the participants of the run!

On February 29, 2008, while different groups convened along the streets of Makati for the anti-GMA Interfaith rally … a humungous group of “Young Politicians” assembled at the Waterfront Hotel, Lahug, Cebu City for yet another rally … that is, a “political rally” to hear out all our candidates for our movement.

The National Movement of Young Legislators had our 16^th National Congress to elect our 7^th batch of officers for the 2008 – 2011 term. Young legislators (vice mayors, vice governors, board members, councilors and SK presidents) aged 35 years old and below from each and every city and municipality in the Philippines are members of NMYL. There were almost more than a thousand participants, and it took us more than 5 hours just to be able to wait for everyone to vote.

Too bad I came in a day late, and I know I missed all the seminars, talks and more importantly the parties. But nevertheless, I still had fun! It was so nice to be able to be around my co-public servants that are my age … it was awesome to get to meet a lot of people from different areas around the country … and more importantly, I enjoyed bonding and spending time with my own family, the Young Legislators from Metro Manila! GO NCR!!!

Theme: “YLKNB? Young Legislators: Kumilos Tungo sa Nagkakaisang Bayan.”

Let the young leaders unite towards progress for our beloved country! … Hmmm, if all politicians are as feisty and as pro-active like our young public servants, I think there won’t be any need for rallies and demonstrations left and right.

The Quezon City Press Club holds an annual awards night for outstanding councilors of Quezon City. For “newbies,” they award 2 deserving new councilors the merit of Most Promising Councilor for the term. Last November 26, 2007, I am happy to receive this prestigious award … and more happy to know that all of my efforts and hard work are recognized. Much thanks to the Quezon City Press Club for this honorable distinction!!!

Together with my list of accomplishments and projects, the nominees submitted an essay to the Quezon City Press Club. I am attaching the essay I made on why I deserve to win this award.

Why I Deserve to be a Bantayog Awardee?

I can proudly say that I have etched my name in Quezon City history as the first elected physician- public official in the Quezon City the Council. Many have made comments that my medical degree was such a waste, for having chosen politics instead of private practice. I would like to think otherwise. I believe that government service … or public service … made me reach out to the people more, hence fulfilling my sworn duties as a physician and my obligation as a Christian, performing my tasks according to God’s will.

Why do I deserve to be a Bantayog Awardee?

I have the mission, a vision, and the passion.

I have the MISSION to be able to serve the people of Quezon City with the best of my abilities. I have the mission to be able to make dutiful laws and worthwhile projects using the knowledge I have acquired from obtaining good education, and the morals I have imbibed growing up in a God-fearing family. I believe that the Lord God has given me the opportunity to become a doctor, a life long dream, to be able to reach out to my countrymen who are not as blessed as I am. I can proudly say I am a doer … and I make things happen!

Using my knowledge and skills as a doctor, I have already conducted several projects and passed a number of ordinances with regards to healthcare. Being elected as the chairman of the Committee on Parks, Environment and Ecology, I believe that it is also my duty to be able to spearhead the city towards becoming the cleanest and greenest city in the country. For the 5 months that I am in office, I have already passed several significant ordinances such as the Salt Iodization Law, prohibiting dumping of grease/fat in sewers and adopting the Junk Shop Ordinance – all supporting the promotion of protecting the environment and further health care. I have also passed several resolutions such as banning outdoor smoking campaigns, entering into a MOA with BFAD and PDEA to be able to distribute Methergin and Oxytocin and designation of a disaster evacuation area in every baranggay. I still have several proposed ordinances and resolutions subject to approval by the council, which I know would be very beneficial and meaningful to the city.

Among my projects include Disaster Management Seminars with the Red Cross, blood letting drives, medical, dental and optical missions, circumcision missions, cleft palate and cataract operations, breast cancer awareness seminars, free chest x-rays and vaccination programs. I make sure that I am “hands on” when it comes to these projects. I myself am the one conducting such to make sure that my office is giving quality service to my constituents. Because I believe in education and support the cause for the youth, I have conducted several projects to support and empower the youth. Among these include free computer lessons, free swimming lessons, livelihood programs and day care feeding programs.

I have the VISION. I envision an economically stable, self-sustaining city with ample programs for education, employment, healthcare and environment. My vision is for every baranggay to have their own health centers, complete with facilities and materials and with able and well trained doctors, nurses and health workers. These health centers shall be the primary health care unit of every household. The centers are able to conduct basic check-ups and address the basic health care needs of the constituents. They will be healing, and at the same time educating the people.

My vision is for Quezon City to be the cleanest and greenest city in the country. For years, we have always ranked 2^nd to Marikina as the cleanest and greenest … I believe it is about time! With the onset of Global Warming, I believe that it is high time for all of us to be aware and to do something. My vision is for the city to be able to improvise an organized way of disposing and recycling garbage. To create a city that is devoid of smoke belching vehicles and factories. To create a city bursting with trees and greenery. To create a city wherein its constituents are actively participating and doing their part towards obtaining a clean and green environment.

My vision is for all the youth in Quezon City to be able to acquire the benefits of proper education. It is my dream to see every Quezon City youth engage in sports and studies rather than succumb to drugs and alcohol. My vision is to see every citizen properly employed. It is a vision to see Quezon City devoid of poverty, but rather, see every household living comfortably with its breadwinners suitably employed.

More importantly, I have the PASSION. I believe that both mission and vision would be futile if there is no passion.

“Mula sa Puso” is the tag line I have been using, that I have acquired from my predecessor, my mom. I was taught that in every idea that you create, in every word that you utter and in every action that you do … there should be the passion. That passion will be my driving force in fulfilling all my duties as a public servant. That passion shall be my support in keeping me going on despite all the trials and difficulties. That passion will be my inspiration to keep on going, to keep on striving towards attaining that goal of creating Quezon City to be the best city there was!

As I embark in this journey, I shall always be keeping in mind one lesson passed on in my family through generations, and now my mother, Councilor Elizabeth “Tita Beth” Delarmente has passed on to me …

Yes, I came from “some” medical school in the Philippines.

And yes, I am PROUD of it!

This entry is not another Desperate Housewives Season 4 premiere episode bashing blog. I am sure they already got a lot of flak from that "Okay before we go any further, can I check those diplomas? Cuz I would just like to make sure that they are not from some med school in the Philippines."racist statement… so I need not contribute any further. In times like this, instead of getting mad, you “exploit” the situation to your advantage.

This entry is about uplifting the image of Filipinos in the world.

This is about making us proud of our race and of our country.

To affect change, we should first change ourselves.

To make the world think highly of us, we should think highly of ourselves first.

A few weeks ago, I met Justice Magdangal M. de Leon in some formal gathering. He is currently a Justice at the Court of Appeals, and a staunch advocate of nationalism and Filipino pride! In all his speeches, he motivates his kababayans to be proud of our race and our country. With Justice de Leon’s approval, allow me share with you a poem he made…

I AM A FILIPINO

My country is a land of incredible beauty, natural wealth and splendor.

I inherited a glorious past, and I honor the noble heroes who have sacrificed their lives so that I may enjoy the blessings of freedom and democracy.

I have my talents and skills and abilities, and stand on equal footing with any citizen of another country.

I have a firm belief in my own strengths and creativity, and in my capacity to achieve greatness.

I have a strong sense of my identity and self-worth as a Filipino, and I feel good about myself.

I am proud to be a Filipino, and I am confident to stand before the world, because I have something unique to offer for the enrichment of world culture.

I recognize the men and women whose achievements have dignified and exalted my people.

I love my country, and I am willing to serve, support and defend it whenever necessary.

Flag Raising Ceremony Speech

I was the first councilor assigned to deliver a speech for City Hall’s 2^nd flag raising ceremony for this term. Though I was already used to giving various speeches all over, I felt anxious over this one since this will be the first time that the Mayor and the Vice Mayor, as well as all the employees of the Q.C. Hall will be hearing me deliver a speech. Nonetheless, I think I did well. I consider this one of the more memorable events in my political career, hence I will try my very best to transcribe this extemporaneous speech.

Magandang umaga po sa inyong lahat.

Bago ang lahat, nais ko munang batiin ang ama ng Lungsod Quezon, nahirang bilang pinakamagaling na Mayor sa buong Pilipinas, ang mahal nating Mayor Sonny Belmonte. Siyempre, nais ko ding batiin ang pangalawang ama natin, ang aming magaling na presiding officer, Vice Mayor Bistek Bautista. Nais ko ring magbigay galang sa mga kasamahan kong mga konsehal na nandito ngayong umaga, ang ating mga Department Heads at lahat ng mga kawani ng pamahalaang lungsod.

Siyempre, gusto ko rin pong batiin ang aking mga “pala” ngayong umaga … ang aking mga staff, mga Tambuli members at ang mga street sweepers … na pinangungunahan ng para sa akin, ang pinakamagaling at pinaka-magandang naging konsehal ng Q.C. … ang responsable kung bakit nandirito ang ngayon sa inyong harapan (both literally and figuratively), walang iba kundi ang aking mahal na ina, Konsehala Tita Beth Delarmente.

Noong nakaraang linggo, ako ay nahalal bilang Chairman ng Committee on Environment, Parks and Ecology. Patuloy akong nakikipag-ugnayan sa Environmental Protection and Waste Management Department na pinangungunahan ng ating masipag ng Head na si Madam Techie Rentoy, na siyang patuloy na pinapangalagaan ang pag-linis at pagpapaganda ng ating lungsod.

Ngayong taon, maraming kaming naka-planong mga proyekto upang lalo pang mapalinis ang ating lungsod, at upang makatulong na rin tayo upang matugunan ang problema ng mundo ukol sa Global Warming.

Patuloy ang aming kampanya sa proper Solid Waste Management. Noong nakaraang linggo, napangalanan na ang ating mga mascot sa Bawas Basura project, at puspusan ang ating kampanya sa mga tahanan at paaralan tungkol dito. Noong nakaraang linggo din, kasama si Mayor Belmonte at Secretary Angelo Reyes, nagkaroon tayo ng ground breaking ceremony sa Payatas kung saan gagawin na ang Controlled Disposal Facility Biogas Emission Reduction Project – na siyang gagamit ng methane gas mula sa mga basura sa Payatas na maaaring mapag-kunan ng energy para magamit sa kuryente. Puspusan din ang ating kampanaya na sumusuporta sa Clean Air Act. Sa kasalukuyan, pinag-aaralan na rin natin ang paggamit ng mga biofuels na maaaring magamit natin sa ating mga sasakyan at hindi nakasasama sa ating kapaligiran.

Sa kasalukuyan, pumapangalawa lang tayo sa Marikina na cleanest and greenest City. Makukuntento nalang ba tayo sa number 2? Kung kaya nating gawing richest city sa buong Pilipinas ang Q.C., alam ko na kaya ring nating gawing cleanest and greenest city ang Q.C! Kaya po ba?

Tayo, bilang mga empleyado ng “puso” ng Q.C., ang City Hall … sana ay tayo ay magkaroon ng responsibilidad at initiative umang masimulan ang ating adhikain. Sa ating maliliit na paraan sa mga opisina at departamento… ang pag-segregate ng basura, ang pag tipid sa kuryente, ang pag Reduce, Reuse and Recycle ay makakatulong tayo. Tayo mismo ang magsilbing ehemplo sa ating mga pamilya ang sa mga mamamayan ng Quezon City. At alam ko na sa ating pagtutulungan, kayang kaya nating gawing number 1 cleanest and greenest city ang ating lungsod!

Bilang pangwakas, nais ko pong magpasalamat … bilang isa sa 5 baguhang konsehal, maraming salamat po sa inyong mainit na pagtanggap sa amin. Nakasisisgurado ako na kami po ay handang-handa at sabik na sabik na maglingkod sa ating lungsod. Maraming maraming salamat po.

I have had the wonderful opportunity to go back to school and take some crash course for local politicians. This was held at the University of the Philippines – Diliman (this place I once called my 2^nd home some 7 years ago) organized by the National College of Public Administration and Governance.

The course exceeded my expectations. I’ve learned a lot about local legislation (making ordinances and what have you) … and I was also able to meet fantastic people and build lasting friendships with them! If it weren’t for my uber cool and fun-to-be-with classmates, and of course the organizers and lecturers as well … this seminar wouldn’t have been this effective!
